Maidan massacre as unsolved as Odessa and MH17

Which ICAO Regulations and which Dutch Law? Air crash investigations are subject to the regulations of the International Civil Aviation Organization (ICAO). The Dutch Safety Board stated that it was leading the investigations into the crash of Malaysia Airlines Flight MH17 in accordance with both ICAO regulations and Dutch law.

nsnbc read the ICAO regulations and could not find any passage that would allow other than the Flag State of the crashed civilian airliner or the country in which the plane crashed to lead the investigation. Other nations, the manufacturer of the plane, and other organizations can assist. nsnbc also consulted Dutch lawyers who could not cite which Dutch law could overrule the ICAO regulations in that regard.”
